AI and the Remote Control of the Human Brain: You’ll Lose Your Freedom of Thought, but Don’t Worry About It—you Won’t Even Realize It

In 2023, Commander Cornelis van der Klaauw of the Royal Netherlands Navy and an expert on strategic communication and information operations at the NATO Joint Warfare Centre wrote in an article ‘Cognitive Warfare‘:
“The reason why cognitive attacks go unnoticed by their targets is that cognitive activities bypass the conscious mind and directly target the subconscious of a person. In fact, within the subconscious mind, the primary target is the amygdala. …, neural nanotechnology can be used to bring nano-sized robots close to a neuron via the bloodstream and make it possible to link the human brain directly (i.e. not intercepted by our senses) to a computer, making use of artificial intelligence in the process.“
He concluded his study:
“While other domains can provide tactical and operational victories, the human domain is the only domain in which we can secure a full victory.”
Klaauw wrote his article at a time when the EU was moving towards declassifying neurotechnologies that enable remote control of human brain activity, and apparently therefore at its behest. On December 9, 2023, the European Parliament issued a press release stating that it had reached a political agreement with the Council of the European Union “on a bill to ensure AI in Europe is safe, respects fundamental rights and democracy.“
The proposed bill was intended to ban “AI systems that manipulate human behaviour to circumvent their free will.“ According to the press releasethe deputies “agreed“ as well on “clear obligations“ with respect to “AI systems used to influence the outcome of elections and voter behaviour.“ Seethis.
In November 2023, 11 world human rights organizations presented to the European Commission a legislation proposal, where they tried to make sure that the European legislation on Artificial Intelligence will not allow just attacks on close distance by brain-computer interfaces, but as well attacks on fundamental human rights and democracy from large distance (see this). This was in fact confirmed by Cornelis van der Klaauw when he wrote about directly connecting the brain to a computer using nanoparticles. Modern neurotechnology uses graphene as an antenna to amplify the effect of electromagnetic radiation on the activity of neurons in the brain. Graphene nanoparticles, which penetrate the blood-brain barrier, are used, for example, to alleviate tinnitus by emitting electromagnetic radiation at the frequency of the relevant neurons’ activity into the brain (see this).
On February 2nd 2024, they received this reply:
“Thank you for the above letter, which has received our fullest attention. The answer to your letter requires further work which is currently in progress. You can normally expect a reply within one month of receiving this letter.”
On February 12, the European Commission wrote one more time:
“Your letter from 10th November has been passed to our services and well received.” (See this)
Around the same time, then-U.S. President Joe Biden banned American gas companies from accepting new orders for liquefied natural gas. For European industry, this posed a serious risk that its growth would be halted after 2030 due to energy shortages, as the European Union had deliberately renounced access to Russian natural gas as part of its efforts to secure Ukrainian territories that had aligned themselves with Russia. Human rights organizations therefore received no further emails from the European Commission regarding the ban on remote control of human brain activity. The U.S. government succeeded in halting European efforts to disclose the existence of technologies for remote control of human brain activity through this threat, as the European Union is heavily dependent on U.S. oil and natural gas supplies.
On March 13 2024, the European Parliament adopted the legislative resolution laying down harmonised rules on Artificial Intelligence.
On page 29 it stated:
“AI-enabled manipulative techniques can be used to persuade persons to engage in unwanted behaviours, or to deceive them by nudging them into decisions in a way that subverts and impairs their autonomy, decision-making and free choices. This could be facilitated, for example, by machine-brain interfaces.”
The European Parliament has thus once again concealed the fact that human thought can be manipulated and altered remotely, thereby confirming once again that the European Union has succumbed to American pressure not to disclose the fact that modern neurotechnologies can be used to remotely control human thought and, through them, even large masses of people (see this, this and this, chapters dedicated to the system HAARP and the Russian system Sura).
In the text cited above, the EU tacitly acknowledges that artificial intelligence could even be used to induce people to commit crimes without them bearing any real responsibility for them. This possibility was confirmed in 2021 by UNESCO’s International Bioethics Committee, which wrote:
“External tools that may interfere with our decisions can call into question, or even challenge, an individual’s free will, and consequently an individual’s responsibilities. In this way, neurotechnology could affect freedom of thought, decision-making and action. Taken together, these could have a profound impact on justice systems and social organizations“ (See this, str. 36).
In February 2026, more than 300 Google employees and 60 employees of rival company OpenAI signed an open letter calling on their companies’ leadership to support Anthropic’s decision to retain control over the U.S. Department of Defense’s use of the artificial intelligence they have developed, thereby preventing it, among other things, from conducting comprehensive surveillance of U.S. citizens’ online activities.
Two months later, on April 28, 2026, Bloomberg reported that more than 580 artificial intelligence researchers from Alphabet’s parent company had signed an open letter to the company’s CEO, Sundar Pichai, urging him to stop providing artificial intelligence technology for covert operations by the U.S. Department of Defense.
“We are Google employees who are deeply concerned about ongoing negotiations between Google and the US Department of Defense. As people working on AI we know that these systems can centralize power and that they do mistakes. We feel that our proximity to this technology creates a responsibility to highlight and prevent its most unethical and dangerous uses. Therefore we ask you to refuse to make our AI available to classified workloads. We want to see AI benefit humanity; not to see it being used in inhumane or extremely harmful ways. This includes lethal autonomous weapons and mass surveillance but extends beyond. Currently, the only way to guarantee that Google does not become associated with such harms is to reject any classified workloads. Otherwise such uses may occur without our knowledge or the power to stop them,“ the researcher emphasized.
There is no doubt that the AI researchers, like many other experts, were also aware of the potential to use artificial intelligence to control the activity of human brains on a mass scale. However, the existence of these neurotechnologies has been kept secret for decades, with anyone who learns of them required to sign a state secrecy agreement. That is why even these researchers were not allowed to say that the U.S. Department of Defense could use these technologies to control people’s thoughts both in the U.S. and abroad; they could only say that the list of risks “extends beyond.“ Despite protests from employees, Google signed an agreement with the U.S. Department of Defense to use its artificial intelligence models for “any legitimate government purpose.”
“The race to make artificial intelligence the backbone of the U.S. military machine has just taken a decisive leap forward,” wrote the Czech tech.zpravy.cz website on May 2, 2026, when the Pentagon confirmed contracts with the world’s seven largest technology companies—SpaceX, OpenAI, Google, NVIDIA, Reflection, Microsoft, and Amazon Web Services—to deploy their artificial intelligence tools in classified military projects. According to an official Pentagon statement, these partnerships “accelerate the transformation toward creating U.S. armed forces whose combat core is artificial intelligence.” The Department of Defense further emphasizes that this collaboration “will strengthen the ability to maintain decisive superiority in all domains of warfare,” and highlights the shared belief of the government and these companies that U.S. leadership in artificial intelligence is indispensable to national security.
Joe Biden issued a warning in his farewell address as president:
“Today, an oligarchy is taking shape in America of extreme wealth, power, and influence that literally threatens our entire democracy, our basic rights and freedoms.“
Biden’s warning is thus rapidly coming true after a year and a half, and since the global media are barred from reporting on the potential to control human brain activity using neurotechnology, the threat Joe Biden spoke of will soon become a reality, and American corporations and the U.S. government will monitor not only all U.S. citizens but all inhabitants of the planet, and if necessary, they will be able to alter their thinking should it turn against the U.S. government and American corporations. In 1994, the Institute for Strategic Studies at the U.S. Army War College published a study on this topic titled “Revolution in Military Affairs and Conflict Short of War,” which stated:
”Potential or possible supporters of the insurgency around the world were identified using the comprehensive Interagency Integrated Database. These were categorized as ”potential” or ”active”, with sophisticated personality simulations used to develop, tailor and focus psychological campaigns for each.”https://www.jstor.org/stable/resrep11645?seq=19 (p.13).
The U.S. military’s global campaign under Donald Trump is merely paving the way for American totalitarian domination of the world through the use of technologies that remotely control human brain activity. This, of course, provokes resistance from other potential superpowers, and the world is thus heading toward a global war that can hardly end any other way than with a nuclear conflict that will destroy this civilization and, most likely, life on Earth.
The world currently has only two possible paths forward: either it will be destroyed by nuclear war in the ongoing struggle for power, or it will agree to a democratically functioning United Nations, which will then also oversee compliance with the global ban on technologies that remotely control human brain activity.
