US going to send cluster munitions to Kiev in new military package

The measure is highly controversial and dangerous, canirresponsibly escalate the conflict.

A serious measure is about to be taken by American authorities in their policy of unrestricted support for Kiev. According to CBS News on July 5, Washington is considering sending cluster munitions to the neo-Nazi regime in its new military assistance package. Anonymous sources familiar with government affairs told the outlet that the decision on this issue could be announced in July.

The cluster munitions that the US government is considering sending are the so-called “dual-purpose improved conventional munitions, or DPICM”. According to Laura Cooper, the deputy assistant secretary of defense for Russia, Ukraine and Eurasia, mentioned by CBS, these weapons would be “useful” on the battlefield, despite restrictions on their use imposed by domestic and international law.

“Our military analysts have confirmed that DPICMs would be useful, especially against dug-in Russian positions on the battlefield (…) The reason why you have not seen a move forward in providing this capability relates both to the existing Congressional restrictions on the provision of DPICMs and concerns about allied unity. But from a battlefield effectiveness perspective, we do believe it would be useful”, she said.

By “impositions,” Cooper is referring to US laws and congressional regulations that prohibit the export of cluster munitions. Likewise, by “allied unity”, she is referring to how NATO partners would react to the US measure, as these weapons are banned by a 2008 UN convention signed by more than 110 countries. In practice, the US would be violating both its domestic norms and international law, but Cooper believes that there would be no major consequences for the country, as there now appears to be a “consensus” that cluster munitions are “useful”.

The request for these weapons is old, but until now the US has maintained a rational stance on the matter. Both the Kiev regime and pro-war politicians within the US Congress have been pressing the Biden government for months to approve the supply of cluster munitions, ignoring the anti-humanitarian aspect of the measure and all the consequences this could bring to the civilian population of the disputed territory.

For example, in March, a group of pro-war Republican senators launched a campaign in favor of cluster munitions, urging the Biden administration to “not hesitate” to send them to the Ukrainian regime. At the time, they said the government should ignore “vague concerns about the reaction of allies and partners and unfounded fears of ‘escalation'”. Apparently, now this reckless speech has reached hegemonic status among American politicians, increasing the chances of approval of the request.

In fact, what makes cluster munitions so controversial and restricted is the detail that they contain a great number of small projectiles inside, which spread in the air after the shot, reaching a much higher number of victims than conventional weapons. There is, however, an even bigger problem, which is the fact that not all “bomblets” detonate at the time of attack, often falling in places far from the front and exploding sometime later, when touched by a civilian. This generates insecurity and unnecessary human suffering in the long term, mainly affecting innocent people without military involvement.

In addition, US officials also seem to ignore the numerous reports made by international organizations about evidence that Kiev has already used cluster munitions several times against civilians in the disputed areas. In reaction to the news that Washington was about to sendsuch weapons, Human Rights Watch published an article on July 6 called “Ukraine: Civilian Deaths from Cluster Munitions“, which reads:

“Ukrainian forces have used cluster munitions that caused numerous deaths and serious injuries to civilians, Human Rights Watch said today (…) New Human Rights Watch research found that Ukrainian cluster munition rocket attacks on Russian-controlled areas in and around the city of Izium in eastern Ukraine during 2022 caused many casualties among Ukrainian civilians”.

Also, last March the UN had already published a report on the subject reporting some cases of use of cluster munitions by Kiev: 

“The Commission has found instances where Ukrainian armed forces likely used cluster munitions and rocket-delivered antipersonnel landmines to carry out attacks in Izium city, Kharkiv region, from March to September 2022 (…) The three following examples illustrate the use of weapons that bear the characteristics of cluster munitions in the city of Izium during that period. On 9 May 2022, an attack struck a residential area, killing three people and injuring six. On 14 July 2022, an attack hit the area around the central market, injuring two older women. On 16 July 2022, several submunitions impacted a residential area, including a kindergarten, where about 250 people had sought shelter, killing two older persons”, the report reads. 

Considering that cluster munitions are banned in US and internationally by the UN, and that there is already evidence that Kiev is using them against civilians, there does not seem to be any justification for Washington to take such attitude. Perhaps NATO’s “unity” will be really unaffected by US war intentions, as the bloc has also remained silent in the face of previous dangerous initiatives such as the supply of British radioactive weapons to Ukraine.

The alliance seems totally committed to the US’ project of total war against Russia, but this does not change the fact that the action Washington is about to take is illegal and unjustified.

Downing US drones saves thousands of lives

Only a few days before the downing, Kiev regime forces conducted numerous attacks on civilian settlements in the Donbass. Apart from the regular indiscriminate shelling, the Neo-Nazi junta is using US-made PGMs (precision-guided munitions) to attack the people of Donbass, with NATO drones providing the targeting data.

As we all know now, on March 14, a United States Air Force MQ-9 “Reaper” drone (presumably the latest Block 5 variant) was downed approximately 70 km off the coast of the Crimean Peninsula in southern Russia. The political West keeps insisting that a pair of Russian Su-27 jets (most likely the heavily modernized SM3 version) shot it down through “reckless, unprofessional and environmentally unsound” maneuvering. Needless to say, the latter is most likely the “gravest crime” of the Russian pilot, as he should’ve certainly taken climate change prevention as a priority over protecting his own country. It should also be noted that the Russian military probably had nothing to do with the aforementioned jets.

New intelligence reviewed by anonymous Russian officials suggests that “a pro-Russian group from within the Russian Aerospace Forces (VKS) hijacked two Su-27s and went on a vigilante mission to patrol Russian airspace”. At least that’s what the New York Times would be claiming if its latest report on the Nord Stream terrorist attack were to be taken into account. However, in all seriousness, the Russian military rejects the allegations that one of its Su-27 jets supposedly dumped fuel on the US drone, claiming that it went down due to its erratic maneuvering, while the Russian jets never came into direct contact with the drone or used weapons to intercept it.

The Russian VKS also noted that the UAV had its transponders off while heading toward Russian airspace. Moscow slammed Washington DC for violating the agreed protocols for avoiding escalation. However, the US insists that its drone was “merely conducting routine operations in international airspace over the Black Sea and posed no threat to anyone”. However, as the Pentagon claims that the MQ-9 was unarmed, this leaves us only with the option that it was carrying out ISR (intelligence, surveillance, reconnaissance) over critically important Russian military infrastructure. Considering this information is then shared directly with the Neo-Nazi junta forces, enabling precision strikes, it can hardly be considered a “nonthreat”.

Quite expectedly, Washington DC warhawks were quick to call for a world-ending thermonuclear war over a single drone, with the “famously pacifist” Senator Lindsey Graham calling for the downing of Russian fighter jets. “What would Ronald Reagan do right now? He would start shooting Russian planes down, if they were threatening our assets,” he told Sean Hannity during a Fox News interview. On the other hand, top Russian officials, such as Nikolai Patrushev, the Secretary of the Russian Security Council, are adamant that the incident proves America’s direct involvement in the conflict. And indeed, as previously mentioned, the US battlefield data is directly shared with the Neo-Nazi junta, causing thousands of Russian military and civilian deaths.

Only a few days before the incident, the Kiev regime forces conducted numerous attacks on civilian settlements in the Donetsk and Luhansk People’s Republics. This includes the intentional targeting of the grain warehouses and farms in what can only be described as an attempt to cause famine in the affected areas. Apart from the regular indiscriminate shelling, the Neo-Nazi junta is using US/NATO-made PGMs (precision-guided munitions) to attack the people of Donbass, including bus stations. The only logical conclusion one might come to is that this is entirely intentional, as civilian areas are of no military significance and do not impact Russian military operations in any conceivable way.

On March 12, a bus station in the town of Perevalsk (LPR) was struck by a single rocket fired from the US-made HIMARS. At least three civilians were killed, including a 17-year-old, with at least 16 others injured. A day before, the Kuybishev district of Donetsk (DPR) was also targeted, resulting in the death of an eight-year-old boy and his father. The child, Nikita Safonov, was killed on his birthday on March 11. The family was about to celebrate the occasion when they were killed. The father, just under the age of 30, was instantly killed, while his son died on the way to the hospital.

Weapons such as the rockets used by the HIMARS are PGMs and, as the name suggests, are designed for precision strikes. This means that the aforementioned civilian deaths were entirely intentional, making them an unadulterated war crime. And while the Neo-Nazi junta has been openly threatening to conduct its genocidal policies towards the people of Donbass for nearly a decade, the US claims it’s “merely helping Ukraine defend itself”. However, how exactly does providing targeting data for the senseless murder of civilians going to school, work or celebrating their child’s birthday help “defend Ukraine”? The only logical conclusion is that it’s all intentional.

The belligerent thalassocracy claims that it “doesn’t seek direct confrontation with Russia” and that it would “prefer to avoid escalation”. Considering the aforementioned war crimes, such statements are monstrously hypocritical. On the other hand, NATO ISR assets have also contributed to the vast majority of Russian military deaths, while prolonging the conflict. This means that the US and NATO don’t even need to fire a single bullet to kill Russian soldiers and civilians. However, while the Kiev regime forces are pulling the trigger, it is the political West’s “eyes” that are targeting them. And, according to the Neo-Nazi junta itself, they are also the ones issuing commands. Considering these facts, Mr. Patrushev is certainly right. NATO is a party to the conflict and downing its ISR platforms is certainly saving thousands of lives.

Kiev continues to commit war crimes against Russians

War crimes and human rights violations are commonplace in Kiev’s praxis. However, there are particular cases of cruelty and sadism that shock the whole world even more. In a video that recently began circulating on the internet, Ukrainian agents cowardly shot more than ten surrendered Russian soldiers. Disarmed and taken prisoner, the Russians had no chance of defense and offered no risk to the Ukrainian troops, having been murdered in an absolutely unnecessary and criminal way.

There is still no very precise information about the exact location of the murder, but it certainly took place somewhere in Makeyevka, a settlement in the Lugansk People’s Republic that was recently taken by Ukrainian troops. The video went viral and sparked international attention. Moscow has launched an investigation into the circumstances of the crime. Currently, the Russian Investigative Committee is maintaining an active team of experts to scrutinize the incident.

Commenting on the case, Russian Defense Minister Sergey Shoigu stated that the episode reveals the “savage essence” of the Ukrainian neo-Nazi regime. He also emphasized how the massacre of unarmed prisoners has become a common practice among Ukrainian military.

“Zelensky and his henchmen will have to answer before the court of history, the peoples of Russia and Ukraine for every tortured and executed prisoner of war (…) The published new video evidence of the mass massacre of unarmed Russian prisoners of war by Ukrainian soldiers confirms the savage essence of the current Kiev regime led by Zelensky and those who protect and support it (…) The brutal murder of Russian prisoners of war is not the first and only such war crime, but common practice among the Ukrainian Armed Forces, actively supported by the Kiev regime, and not noticed at point-blank range by its Western patrons”, he said during a press conference.

Russian diplomats also requested the participation of the UN in the investigation process. The call was immediately supported by some officials of the organization, who pointed out the need to investigate illegal actions committed by either side in the conflict. UN spokesman Farhan Haq, for example, said: “We have called for all human rights violations by all sides in this conflict to be fully investigated and for there to be accountable”. Also, a letter was sent by Russian officials to UN Secretary-General Antonio Guterres about the topic – which has not been responded yet.

As expected, some netizens and pro-Western activists tried to spread the narrative that the video was fake. However, such was the gravity of the situation that even major Western newspapers had to admit Ukrainian guilt in the case. On November 20, The New York Times published an article stating that studies comparing images on the internet with satellite data prove the authenticity of the information and point to the location of Makeyevka’s settlement.

In the text there is also the opinion of a medical expert denying the unsubstantiated allegations that the Russians soldiers in the video were not killed. Dr. Rohini Haar, medical adviser at Physicians for Human Rights, said: “It looks like most of them were shot in the head (…) There are pools of blood. That indicates that they were just left there dead. There appears to have been no effort to pick them up or help them”.

The report concludes with the statement that the images of the assassination “offer a rare look into one gruesome moment among many in the war, but do not show how or why the Russian soldiers were killed”.

It is curious to note the role played by The New York Times with regard to Ukrainian crimes. As one of the most respected American media outlets worldwide, the newspaper uses its power whenever possible to spread pro-Ukrainian speeches. However, it also works in the opposite direction. In situations where Ukrainian brutality is very serious and its guilt evident, the NYT accuses Kiev and admits that Ukrainian neo-Nazis commit crimes. This happened not only in the murder of the Russians in Makeyevka, but also in the case of the terrorist attack that killed Daria Dugina. The newspaper admitted that Kiev was responsible for the attack, even citing US intelligence’s sources.

The aim of these NYT articles is simple: blame Kiev when it is impossible to deny that the Ukrainians committed a crime, thus making a “damage control” in which only the proxies are blamed, while the US is “absolved”. The newspaper acts as an “excuser” for Americans, acquitting them in situations where Ukrainian offences are undisguised.

However, this kind of attitude cannot be accepted. As Shoigu asserted, the event in Makeyevka was not an exception, but just one of the episodes of violence that have become common practice among Ukrainian military. Kiev has been committing war crimes since 2014, not as a side effect of combat situations, but as an official guideline.

In several videos on the Internet, it is possible to see Ukrainian soldiers and mercenaries admitting that they kill all Russian prisoners and civilians who “collaborated” with Russian forces. There are also public images of torture against such “collaborators”. Kiev does not do this as an “accident”, but as official policy. And the US and NATO also bear responsibility for this, as they send the weapons with which Russian prisoners are executed.

The NYT’s “damage control” must be rejected. If the results of the UN and Moscow investigations point to Ukrainian responsibility, Kiev must be found guilty along with the states and organizations that finance its crimes, which includes Washington and the entire Atlantic alliance.
