Editorial note – my readers know that I have been vocal about covid as military operation since early 2022. I personally arrived at the conclusion that the massive harm from the covid shots and other government “pandemic response” measures was fully intentional. For purposes of this dossier, which Debbie and I disseminated to many other journalists and independent researchers, our aim was to remove any personal opinion and leave a dry, fact-only record. The Covid Dossier is a compilation of the evidence we have amassed over the last three years supporting the following claim:
Covid was not a public health event, although it was presented as such to the world’s population. It was a global operation, coordinated through public-private intelligence and military alliances and invoking laws designed for CBRN (chemical, biological, radiological, nuclear) weapons attacks.
The Dossier contains information regarding the military/intelligence coordination of the Covid biodefense response in the U.S., U.K., Australia, Canada, the Netherlands, Germany, and Italy. For some countries we have extensively documented information. For others, we have some documentation of military/intelligence involvement, but not all the details. For as many countries as possible, we list the military/intelligence agencies in charge of their country’s Covid response; dates on which emergency declarations were made in each country; military/intelligence-related agencies and bodies in charge of censorship/propaganda; and top people with military/intelligence jobs who were known or reported to hold leadership positions in the response. We also list connections to global governing bodies, including the EU and UN/WHO, through which the response was coordinated. In the final section, we provide a list of military/intelligence/biodefense alliances that provide multinational frameworks for responding to a bioterror/bioweapons attack.
By providing all of this information in one place, we hope to dispel the notion that Covid was a public health event, managed independently by each country’s public health agencies, with some limited, logistically focused military involvement. We also hope to drive home the shocking realization that not only were military and intelligence agencies in charge of Covid in all of these countries, but the response to what was represented as a public health crisis was coordinated through military alliances, including NATO.
This should be the subject of front-page news everywhere.
We are calling on investigators, whistleblowers, and anyone with information related to this topic to contact us and/or publish the information so that we can continue to construct the full picture of what happened to the world starting in early 2020 and continuing to this day.
HOW IT STARTED: FIVE YEARS AGO TODAY
Exactly five years ago, on February 4th, 2020, two things happened that almost nobody knows about, but that played an important role in the course of recent world history:
1) Two declarations for CBRN (weapons of mass destruction) emergencies – EUA and PREP Act – made by the U.S. Secretary of Health and Human Services, were registered on this date. [ref][ref]
EUA stands for Emergency Use Authorization. Legally, EUA powers are intended for situations of grave, immediate emergencies involving weapons of mass destruction. They allow for the use of countermeasures against CBRN (chemical, biological, nuclear or radiological) agents without the regulatory oversight intended to ensure safety and efficacy, because the immediate threat of a CBRN attack is deemed so much greater than any potential risks caused by the countermeasures.[ref] The PREP Act is the legal indemnity granted to anyone involved in using an EUA countermeasure, because if a weapon of mass destruction is involved, the risk of the CBRN attack is so great that no one should face legal consequences for potential collateral damage caused by using unregulated countermeasures.
In order to activate EUA, the law requires “A determination by the Secretary of HHS that there is a public health emergency… that involves a CBRN agent or agents, or a disease or condition that may be attributable to such agent(s). [ref] So when the EUA was officially activated on February 4, 2020, it was in essence a declaration of a state of emergency involving weapon(s) of mass destruction.
2) A pharmaceutical executive was caught on tape saying that the U.S. Department of Defense called to inform him “that the newly discovered Sars-2 virus posed a national security threat.” [ref]
It is important to note that on February 4, 2020, there were fewer than a dozen confirmed cases of the novel coronavirus disease (later called Covid-19) in the US, and zero deaths. Worldwide, the death count was fewer than 500. There was nothing about the virus, at least as it was presented publicly, that would make anyone believe it posed a threat to national security.
These two events are remarkable for several reasons:
They indicate that the beginnings of Covid were rooted in national security machinations, not public health considerations.
They also strongly suggest that the deployment of the EUA “medical countermeasures” under Public Health Emergency declaration was officially launched at a time when an emergency, much less a national or a global one, could not possibly be determined. No public health parameters justifying that a novel virus posed a “threat to national security” existed at the time of the EUA and PREP Act declarations.
Thus, on this day five years ago, a military CBRN countermeasure deployment campaign was officially launched against a poorly defined illness that was alleged to have killed a few hundred people worldwide.
Within six weeks of this date, in order to ensure a market for the countermeasures (among other aims), the lockdown-until-vaccine response – which is a military/counterterrorism plan and has nothing to do with public health [ref] – went into effect all over the world.
WHY THIS INFORMATION IS CRUCIAL
It is crucially important to understand that Covid was a globally coordinated response, based on legal frameworks intended for biodefense/biowarfare situations. The attack that initiated the global Covid response could have been real, perceived or invented – regardless of the trigger, the lockdown-until-vaccine paradigm originated in the military/intelligence biodefense playbook, not in any scientifically based or epidemiologically established public health plan.[ref]
This means that nothing about the response – masking, distancing, lockdowns, vaccines – was part of a public health plan to respond to a disease outbreak. Rather, every aspect of the response was intended to induce public panic in order to gain compliance with biodefense operations, culminating with the injection of unregulated mRNA products, which were legally treated as biodefense military countermeasures (MCMs), into billions of human beings.
Who ordered and directed these operations? Who benefited from them? Who was and still is covering them up? We have been investigating these questions for the last several years, and we hope many who read this will join us moving forward.
CALL TO ACTION
Most journalists in both corporate and alternative spaces are either unaware or unwilling to cover the military/intelligence/biodefense/global coordination aspects of Covid. We need to change that.

Note the date as it relates to the events of February 4, 2020 (described in the Executive Summary above). Remember that on February 5, 2020 nobody in Italy had been diagnosed with or died from the coronavirus. In the entire world, a few hundred deaths were attributed to the virus.
Minutes of a CTS meeting held on March 5, 2020, obtained through FOIA [ref], include statements by General Bonfiglio [ref], identified as belonging to the “NATO UEO point of the DPC.” [ref]

Gen. Bonfiglio, NATO WEU Point of the Department of Civil Defense, is invited and reminds of the commitments regarding the handling of confidential documentation that must be subject to the rules of restricted external communication and dissemination.
Gen. Bonfiglio recalls Law 124/2007 emphasizing that the transmission of documents produced in CTS (Scientific Technical Committee) will henceforth be done through the NATO WEU Point of the Department of Civil Defense and the Ministry of Health.
The following plans and alliances provide frameworks for responding to a bioterror/bioweapons attack. The information provided in this Dossier suggests they may have been invoked in the global Covid response.

He might have convinced himself that ethnically cleansing the Palestinians is the only way to decisively end the conflict, ensure Israel’s long-term security, and restore regional business opportunities like the India-Middle East-Europe Economic Corridor.
Ralph Peters is a former US Army analyst who became famous in the mid-2000s for his article “Blood Borders: How A Better Middle East Would Look”, which proposed redrawing the region’s borders according to local identities. He justified this on the basis that “Ethnic cleansing works.” Even though Peters wrote that Israel should return to its pre-1967 borders, the overall gist of his piece might have inspired Trump’s latest proposal to “just clean out” Gaza by sending its people to Egypt and Jordan.
He isn’t influenced by moral or humanitarian arguments when formulating his country’s policies, only practical ones, which in this case are driven by his interest in decisively ending the conflict and then restoring regional business opportunities in its wake. All references to moral and humanitarian arguments, such as him telling the Davos elite that he wants to end the Ukrainian Conflict just for the sake of stopping the killing, are just attempts to make his envisaged proposals more publicly acceptable.
That’s why he has no qualms about suggesting something that essentially amounts to ethnically cleansing the Palestinians from their homeland, but there are several problems in his latest proposal. For starters, there’s no way to coerce them into exile without risking another conflict. The nascent ceasefire calls for allowing the Palestinians to return to their homes and permitting hundreds of aid trucks into the strip each day. Hamas is expected to resume hostilities if Israel reneges on these crucial parts of the deal.
Bibi might feel emboldened to do this though due to how unpopular the ceasefire is at home, after Trump’s de facto ethnic cleansing proposal, and upon receiving the 2000-pound bombs from the US whose Biden-era hold was just lifted over the weekend. In that event, Israel could cut off aid to the strip and remain on its side of the border wall to bait Hamas out into the open while waiting until civilians become desperate enough to flee to Egypt, but that requires Cairo’s complicity in this possible plot.
Accordingly, he could either threaten to curtail existing aid to them if they don’t go along with this and/or offer to increase some of their aid to help pay for it, the latter of which could be bolstered by those three’s shared Saudi ally contributing to these resettlement efforts. Mohammed Bin Salman (MBS) might also invite some of the Palestinians to live in his Kingdom, not only out of ethno-religious solidarity, but more importantly to cushion the criticism connected to his potential recognition of Israel.
He’s expected to make serious concessions on his country’s officially strict position of only recognizing Israel once Palestine receives independence since this move is required for unlocking the India-Middle East-Europe Economic Corridor (IMEC). That megaproject was announced at the G20 Summit in Delhi less than a month before Hamas’ sneak attack abruptly suspended work on it. MBS is eager get IMEC back in action since his country’s (likely delayed) “Vision 2030” development plans are dependent on it.
To that end, it’s imperative for him to assist with a swift resolution of the conflict even if it involves the de facto ethnic cleansing of Gaza, which is why he’s expected to play a direct (resettlement) and/or indirect (financing) role in this if Trump coerces all players to do so. While he’ll certainly be lambasted by Western activists and the Iranian-led “Resistance Axis’” media surrogates for this, he might wager that most Arabs will breathe a sigh of relief that this dimension of the conflict has finally been resolved.
As for the much larger one regarding the West Bank’s final status, he might settle for vague promises of future autonomy from Israel, or he might go along with another Gaza-like plot to push those Palestinians into Jordan. In any case, what he’s not expected to do is oppose the joint American-Israeli imposition of “Blood Borders” onto Palestine, whether Gaza and/or the West Bank. He didn’t do anything but mildly complain during the latest war so precedent suggests that he won’t do more if another one breaks out.
It can’t be ruled out that hostilities won’t resume either considering the ease with which Israel could violate the ceasefire after the return of the remaining living hostages (or possibly after all the remaining bodies of the dead hostages too if it wants to wait longer). This could take the form of cutting off aid to the strip in order to coerce civilians into fleeing to Egypt, from where some could then be resettled to Jordan, Saudi Arabia, and/or elsewhere within the “Ummah” (international Muslim community).
Trump might have convinced himself that this is the only way to decisively end the conflict, ensure Israel’s long-term security, and restore regional business opportunities like IMEC. It doesn’t mean that he’ll succeed, but just that there’s a probable chance that he’ll attempt it, which could bring about a new war. If Egypt is coerced by the US’ foreign aid leverage into opening its borders to refugees, then the de facto ethnic cleansing of Gaza could proceed, after which the US might approve of Israel annexing it.
While the last-mentioned would be easier said than done considering how difficult the latest war with Hamas was for Israel, the large-scale exodus of civilians that the US might engineer per a deal with Egypt could change the next conflict’s dynamics. Trump might give Bibi the greenlight to go all out in bombing Hamas after a certain time has passed on the pretext that all civilians had the chance to evacuate to Egypt by then so all that remains are supposedly only armed Hamas members.
Israel was accused of targeting civilians during the last war but it could have absolutely gone much further if it felt that it had full American support, which it didn’t receive from the Biden Administration, whose members remained somewhat sensitive to global opinion and also wanted to overthrow Bibi. Trump doesn’t care about global opinion and, despite his personal problems with Bibi, doesn’t want to carry out regime change in Israel by placing a Democrat-backed liberal-globalist in power there.
For these reasons, it’s very possible that Trump might make good on his proposal to have Israel “just clean out” Gaza by coercing the Palestinians there into fleeing to Egypt and thenceforth to other “Ummah” countries, which is why observers should take his “Blood Borders”-inspired plan seriously. Any moves that he and Israel might take towards implementing it won’t be stopped by public condemnation, but only possibly by Hamas, though it might be too weak by now to prevent ethnic cleansing there.

US President Donald Trump has proposed a controversial plan to ethnically cleanse Palestinians from Gaza, suggesting that Egypt and Jordan accept them as part of a broader initiative to achieve “peace” in the Middle East.

SECRET RECORDING REVEALS HEAD RABBI CONNECTED TRUMP TO MESSIAH
This is not an isolated case, there are many examples of this.

‘Trump is heard asking, “Why 424?” and Furman repeats, “is like the name of Messiah.” Through overlapping voices, it is clear that President Trump’s table companions are trying to explain to him the significance of gematria (Jewish numerology).
Parnas clarifies that the Messiah is, “the person that comes to save the whole world. So it’s like you’re the savior of Ukraine.”
The Universe, actually is what it is, not just Ukraine.
‘Furman adds, “it’s amazing. All Jewish people in Ukraine, they are praying for you.”
What is going on here is something called Gematria.
‘Gematria is a system used by the Jewish scholars to assign numerical value to Hebrew names, words, and phrases.’
We know in Revelation 13:18 it says, Count the number of the beast (his name).
‘When the numerical value matches the numerical value of a different name, word or phrase, it is assumed that they are in relationship between the two.’

To explain what’s going on in this clip right here Donald Trump is receiving a gift from a rabbi in Ukraine and in that gift and in this conversation, in this exchange they’re saying his number relates to 424, which is the messiah. Keep in mind what’s going on here, Donald Trump is receiving a gift from someone calling him the messiah. And of course he is not completely understanding what’s going on but he still receives the gift.

Armenia is widely recognized as the first nation to adopt Christianity as its state religion. According to historical tradition, Christianity was introduced to Armenia by the apostles Bartholomew and Thaddeus in the 1st century AD. Armenia officially established Christianity as its state religion in 301 AD, when King Tiridates III was convinced to convert by St. Gregory the Illuminator. This event is traditionally dated to 301 AD and marks Armenia as the first country to adopt Christianity as its state religion, predating the Roman Empire’s adoption of Christianity by several decades.
Now the first Christian nation’s very existence is threatened, just as we predicted it would be when the world stood by and let Azerbaijan take over Armenian territory bit by bit over the past 7 years. I said then that doing nothing would embolden Azerbaijan to simply take over the entire country of Armenia. That time has arrived.
Azerbaijan demands that Armenia demilitarize, denazify, no longer contain it on behalf of foreign (Western) powers, stop obstructing regional trade routes, and allow ethnically cleansed Azeris to return.
Azerbaijani President Ilhan Aliyev gave a nearly three-hour-long interview to several local TV channels last week, during which time he signaled that his country might be preparing its own special operation against Armenia along the lines of Russia’s ongoingone in Ukraine. He of course didn’t use that term, but describing Armenia as a fascist state whose foreign-backed military buildup poses a threat to regional security very closely resembles Putin’s words about Ukraine ahead of large-scale hostilities.
Aliyev began that part of his interview by defending Azerbaijan’s increased military budget as a response to the arms race that Armenia initiated. This is being partially fueled by the “European Peace Facility”, whose military loans are written off after a certain period, he said. Armenia is therefore basically receiving arms from the bloc for free. To make matters even more alarming, an Armenian-EU-US cooperation platform was launched last April, which Aliyev claimed has a de facto military component.
He then declared that “The independent Armenian state is actually a fascist state because this country has been led by proponents of fascist ideology for nearly 30 years.” As evidence of this, he cited its ethnic cleansing of Azeris from Armenia and Karabakh, which the first Armenian President bragged about in a newly unearthed video that was dubbed into Russian here while an excerpt was dubbed into English here. He added that Armenia is also “Islamophobic, Azerbaijanophobic, racist, (and) xenophobic”.
Aliyev upped the ante right after by thundering that “We are neighbors with such a fascist state, and the threat of fascism is not going away. Therefore, fascism must be destroyed. Either the Armenian leadership will destroy it or we will. We have no other choice.” The Azerbaijani leader suggested that “France and other countries that provide it with weapons must terminate and cancel these contracts. The weapons that have already been sent to Armenia must be returned. This is our condition.”
He hopes that his words will be heeded now that “The Soros era has ended in America” with Trump’s return. Aliyev said that “The Biden administration was, in fact, governed by the Soros method of governance. It is no coincidence that one of Biden’s last decisions was to present Soros with America’s highest award.” He also claimed later on in the interview that “the Soros government” was in power “during the eight years before Trump” in a clear allusion to Obama.
Other Armenian allies who’ve been “shamefully removed from the political scene” as Aliyev phrased it are Assad and Trudeau, while Macron is still hanging on by a thread, and this overall trend might lead to an Azerbaijani-Armenian peace treaty. For that to happen, the Minsk Group would have to be abolished, and Armenia has to amend its constitution due to a clause therein implying territorial claims to Azerbaijan. Aliyev said that Azerbaijan doesn’t need a peace treaty if these conditions aren’t met.
He also demanded that Armenia stops acting as a “geographical barrier between Turkiye and Azerbaijan”, to which end “The Zangezur corridor must and will be opened. The sooner they understand this, the better it is. Why should we have to go to Nakhchivan, an integral part of Azerbaijan, through different ways? We should have a direct connection, and this connection does not question Armenia’s sovereignty.” Aliyev implied that Armenia’s obstructionism is part of an imperialist divide-and-rule policy.
The West, specifically France whose “full control over Armenia is also a reality”, is behind this. His earlier words about how “we believe that the Organization of Turkic States can become a serious power center on a global scale” in the “new world order” that’s emerging suggests that Armenia is being exploited as their geopolitical tool for preventing that group from reaching its full strategic potential. This is similar to what Putin claimed three years ago about how the West was exploiting Ukraine to contain Russia.
Aliyev reminded his interviewers that “I once said that they should not upset us and understand that we are the ones who have the say here and that Azerbaijan is the leading economy, the leading military power and the leading state in the South Caucasus. In today’s world, the power factor is at the forefront and no one should forget this.” This too resembles Russian rhetoric in the sense of conveying what could soon come to pass if Azerbaijan’s national security and strategic interests aren’t respected.
The final demand that he made was for Armenia to accept the return of the 300,000 Azeris who were ethnically cleansed from Armenia, which he referred to as Western Azerbaijan since “All the toponyms there are of Azerbaijani origin” in Imperial-era maps. The total is “several times greater” when their descendants are included, but “Returning to those areas would not pose a significant problem” since “the majority of the villages where Azerbaijanis lived are now completely empty”, especially in Zangezur.
Although different in substance, Aliyev’s interest in the rights of ethnic Azeris in Armenia make observers recall Putin’s interest in the rights of ethnic Russians in Ukraine, thus representing another commonality between them which hints at Azerbaijan possibly preparing its own special operation. To summarize, Azerbaijan demands that Armenia demilitarize, denazify, no longer contain it on behalf of foreign (Western) powers, stop obstructing regional trade routes, and allow ethnically cleansed Azeris to return.
With Trump about to return in less than two weeks’ time, who Aliyev praised in his latest interview and made sure that his audience didn’t forget that he also did so over the summer before the debate with Biden when it wasn’t popular, it’s possible that America might finally restore its balanced regional policy. Aliyev mentioned that Biden sacrificed relations with Azerbaijan for relations with Armenia and implemented double standards against it vis-à-vis Ukraine as regards the principle of territorial integrity.
If the returning American leader corrects his predecessor’s mistakes, which were made due to Soros’ influence over the Biden Administration as can be intuited by what Aliyev shared in his latest interview, then Armenia might be pressured into complying with Azerbaijan’s demands. That would avert another regional war that Armenia is doomed to lose no matter how much some of its policymakers and citizens have convinced themselves otherwise due to Western political backing in recent years.
The West will not go to war against Azerbaijan, which could turn into a war with its Turkish ally that could tear NATO apart in an instant if it happens, over Armenia. If Trump signals a policy reversal towards the region, then the rest of the West will follow suit, possibly even France too with time. Even if it doesn’t, French arms won’t lead to Armenia defeating Azerbaijan and Turkiye, so the writing is on the wall and it’s therefore better for Armenia to do what Aliyev demands or risk total destruction.
